COMPANY PROFILE
Sindh Infrastructure Development Co. Ltd. (SIDCL) is a public limited company established under the Companies Act, 2017. It is based in Karachi to carry on the Business of Infrastructure Development, Expansion and Improvement, in line with Government Policy for Planning, Designing, Implementing, Constructing and Executing Infrastructure Development Projects in Karachi and Adjoining Areas.

To carry out, execute and implement task assigned by Government of Pakistan relating to the development and improvement of infrastructure and related services and Projects in Karachi and others areas by adopting best Corporate Governance practices and execute the tasks in timely and efficient manner.
MISSION STATEMENT
To construct infrastructure component of Green Line Bus Rapid Transport System in line with Government Policy and to provide reliable, safe, affordable, high quality Bus Rapid Transport System to Karachi city which will improve the quality of life, quality of transport system and reduce the time travel of commuters in Karachi through Good Governance and foster a sound and dynamic team.

COMPLETION OF PHASE-1 OF GREEN LINE BRTS PROJECT FROM SURJANI TOWN UPTIL GURUMANDIR
- TOTAL LENGTH 21 KM WITH ONE (01 KM) BOARD OFFICE INTERCHANGE.
- ORIGINAL PC-1 COST RS. 16.085 BILLION (WITH 3.4 ELEVATED AND 14 KM AT GRADE).
- REVISED COST OF PHASE-1 RS. 17.85 BILLION (WITH 12.7 KM ELEVATED AND 9.3 KM AT GRADE ALONG WITH BUS DEPOT AND OCC BUILDING).
- EXCLUSIVE CORRIDOR FROM BUS DEPOT UP TO GURU MANDIR OF 20 KM IS COMPLETED AND READY FOR BUS OPERATIONS.
- ABDUL SATTAR EDHI INTERCHANGE (01 KM) COMPLETED AND FULLY OPERATIONAL.
- 21 BRTS STATIONS IN FINAL STAGES.
- BUS DEPOT AT SURJANI FOR PARKING, WASHING, REFUELING AND MAINTENANCE YARD OF GREEN LINE BUSES – 70% COMPLETED. REMAINING WORK WILL BE COMPLETED IN CFY.
- OPERATION COMMAND AND CONTROL BUILDING COMPLETE – FINISHING WORKS UNDER PROGRESS – 95% COMPLETED.
- COST INCURRED IN UTILITIES (SHIFTING AND REHABILITATION) – RS. 1.023 BILLION.
- PHASE-1- OF PROJECT WILL ATTAIN COMPLETION WITH EXPECTED SAVING VIS-A-VIS PC-1 COST.
SECURITY AND SURVEILLANCE ALONG THE CORRIDOR
Pakistan Rangers have been deployed at the entry/exit points and for movement along the corridor using motor bike surveillance team with armed guards and 03 mobile vehicles for corridor control.

DETAILS
The Honorable Prime Minister during his visit to Karachi on 12th August, 2017 announced Rs.25 Billion Development Package for Karachi. Accordingly, Prime Minister’s Office vide letter no 4020/M/SPM/2017 dated: 18th October, 2017 had issued a notification regarding approval for inclusion of different Development Schemes along with specific financial allocation. Moreover a provision of Rs. 8.00 billion for Karachi Package had been made in current Financial Year from funds allocated for “Special Federal Development Program” placed at S.No: 841 of PSDP 2017-18.
NEW SCHEMES
1. Re-construction of Mangho Pir Road from Jam Chakro to Banaras, Karachi 8.1KM - (SIDCL) (Karachi Package) - PSDP No. 21 (2020-21)
Approved PC-I Cost 2,440.50 Million
Consultant: M/s AA Associates, M/s ECIL & M/s NAA (JV)
Contractor: M/s NLC Engineers (For Water Supply Line as Phase-I of the Project)
Contract Cost: Rs. 1,670,478,079.27/- (Water Supply)
Physical Progress: 97% – (Water Supply)
Financial Progress: M/s. NLC Contract: 90% ; Overall Project 73.36%.
Expected date of Completion: 30th June, 2021
Projects Challenges:
This project has been delayed due to fragile network of KWSB along both side of the project and augmentation works of K-IV by Government of Sindh. As per arrangements with the Government of Sindh, SIDCL has replaced 66” dia 8.7 km long Trunk water line at North-bound and successfully conducted its hydro test on 11th July 2020. The trunk line is at completion stage, and shortly the same will be handed-over to KWSB for distribution. Government of Sindh, with assistance from World Bank, is undertaking the parallel 48” dia trunk line and augmentation of K-IV at South-bound. The project’s through-forward of Rs. 650 Million has accordingly been reflected in the PSDP 2020-21, and the construction of North-bound road portion is at tender stage.
PSDP 2020-21:
Rs. 650 Million have been reflected in PSDP 2020-21. However, due to the revised design and site condition, the project may be revised due to the expected cost rise as per the compitetive bidding under Public Procurement Rules, 2004. The Procurement Committee of the BOD is expected to consider the proposed revision, and the same will be submitted to the Cabinet Division and Planning Commission for consideration.
2. Construction of Flyovers at Sakhi Hassan, Five Star and KDA Roundabout along Sher Shah Suri Road

Contract Cost: Rs. 2,125,577,851/-
Physical Progress: 100%
Financial Progress: 100% – (Completed with saving of Rs 1.1 Million)
Expected date of Completion: Completed as of 30th June, 2020. Minor/beautification works are underway by the Contractor.
PSDP 2020-21: Project stood completed within the approved cost and accordingly got deleted from PSDP 2020-21.
3. (i) Reconstruction of Nishtar Road from Tin Hatti to Naiper Road, Karachi (6.4 km)(ii) Reconstruction of Manghopir Road from Banaras Chowk to Nishtar Road, Karachi (6.9 km)

(i) Reconstruction of Nishtar Road from Tin Hatti to Naiper Road, Karachi (6.4 km)
In order to improve existing condition and to enhance aesthetics, Reconstruction of Nishtar Road from Teen Hatti to Napier Road has accomplished, opened for traffic and inaugurated by the Governor Sindh on 7th March, 2020.

Physical Progress: 87%

(ii) Reconstruction of Manghopir Road from Banaras Chowk to Nishtar Road, Karachi (6.9km)
In order to improve existing condition and to enhance aesthetics, Reconstruction of Manghopir Road from Banaras Chowk to Nishtar Road had been started which is in progress. Phase-I of the project from Banaras Chowk to Neurushas been completed, opened for traffic and inaugurated by Governor Sindh on 7th March, 2020.
Phase-II is under execution, and was delayed for want of relocation of additional utility lines of KWSB.
Status: Completed.

Present Status LOA issued to lowest responsive Bidder and Contract Agreement signed on 25th June, 2019. Letter of credits, with approval of Ministry of Finance, has been established through NBP. The Contractor has been given the advance as per the contract. The units are under manufacturing, and expected to be delivered to KMC by 3rd Qtr (2020-21).
Project Challenges: Delayed manufacturing due to COVID-19.
PSDP 2020-21:
Rs 384 Million have been kept for FY 2020-21.
